Everyone knows management systems are consisted of all kinds of elements. Each element is a piece of work. Why some can be put into practice very effectively in the organizaion? But others are not very good. Actually, the answer is very easy. To understand this, it’s helpful to implement and audit systems. All kinds of elements can be divided into two. One is ordinary work, the key business process. Without it, the organizaion can’t be operated regularly. Another is related with management. It won’t affect business except performance. For the first, it takes system workers or auditors, who aren’t familiar with organizations’ operation specially, no more time to study, for the latter has done it well as usually. No accepted expectation comes out. So, It’s not the focus of their work. But the second is pressed to organizations while operating sysem. Employees aren’t willing to do it or don’t know how to do it. Generally, it can’t be finished as expected. And it’s the space for auditors to look for problems, for inner system workers to pay more attention and resolve it.
