OHSAS18001是现行国际应用最为广泛的职业健康和安全管理体系标准。而今,该标准迈向ISO标准之旅出现了重大突破,Intertek作为IIOC代表出席并全程参与该项活动,为该标准发展助力,并为关心企业职业健康安全管理的个人和组织提供最新资讯。

ISO45001最新发展

2013年10月,ISOPC283 专业委员会在伦敦推出第一个ISO45001工作草案。此标准内容立足现行的OHSAS18001职业健康安全管理体系基础上,同时结合ISO正在修订的ISO9001质量管理体系ISO14001环境管理体系框架结构进行调整。目前有50多个国家以及国际劳工组织等机构参与此项工作。新标准预计将于2016年10月发布。

ISO45001的意义

每一天世界各地都在发生大大小小的健康和安全事故,这些事故不仅骇人听闻,且造成不同程度的损失,虽然各企业倾向于使用通用的健康和安全标准,但是这些标准各行其是,并未显示出全球的一致性。

一份近期的OHSAS标准与验证调查显示,OHSAS18001以及同等标准的使用在最近十年中呈现快速增长,目前有超过127个国家正在使用该标准。这是全球性的需求:使用同一套国际标准来协调安全与卫生管理系统,并分享最佳实践的方式。

职业健康和安全领域所需要的国际标准可区分为地方、国家、区域和全球四个层次。有了国际标准作为参考并提供基础和培训,这些企业将能更妥善地应付未来的风险。

Occupational health and safety management systems - Requirements with guidance for use(DIS)

At the time of developing this International Standard, the International Labour Organization (ILO) estimates that 2.3 million people die every year from work-related accidents and diseases. An organization is responsible for the health and safety of its workers and that of other persons under its control who are performing work on its behalf, including promoting and protecting their physical and mental health. The adoption of an occupational health and safety (OH&S) management system is intended to enable an organization to improve its OH&S performance in the enhancement of health and safety at work and to manage its OH&S risks.
+ s8 ^$ d2 V  [: E- `NOTE 1       The term "occupational safety and health" ("OSH") has the same meaning as "occupational health and safety" ("OH&S").- s3 }6 b$ _$ j+ [" J
NOTE 2       The term "worker" (see 3.3) is defined to include top management (see 3.12), managerial and non-managerial persons.
. o9 p( C- s; U# }0 h0.2 Aim of an OH&S management system  8 A3 C% m! L4 p4 P& ~4 {. u
The purpose of an OH&S management system is to provide a framework for managing the prevention of death, work-related injury and ill health. The intended outcome is to prevent death, work-related injury and ill health to workers, to improve and provide a safe and healthy workplace for its workers and other persons under its control. An organization’s activities can pose a risk of death, work-related injury and ill health, consequently it is critically important for the organization to eliminate or minimize OH&S risks by taking effective preventive measures. When these measures are applied by the organization through its OH&S management system (supported by the use of appropriate controls, methods and tools, at all levels in the organization) they improve its OH&S performance. It can be more effective and efficient to take early action to address potential opportunities for improvement of OH&S performance.
' Y( e( z( m6 J0 ?An OH&S management system can enable an organization to improve its OH&S performance by:
5 h8 `0 |- ]7 za)      developing and implementing an OH&S policy and OH&S objectives;
9 a8 f) }7 q: N0 Yb)     ensuring top management demonstrate leadership and commitment with respect to the OH&S management system;  Z* @0 @# v! _$ L
c)      establishing systematic processes which consider its context (see A.4.1) and which take into account its risks and its opportunities;: k5 d. O) H* F( w) M* D8 \& \
d)     determining the hazards and OH&S risks associated with its activities; seeking to eliminate them, or putting in controls to minimize their potential effects;

& k! Z( q5 c  jf)       increasing awareness of its OH&S hazards and risks, and associated operational controls, through information, communication and training;7 T1 |$ I5 _1 ~3 X& Z% x, o

h)     establishing and developing the necessary competencies;

An OH&S management system can assist an organization to fulfil its applicable legal requirements.% m) f( F2 n! ?9 [) H
0.3 Success factors  
9 o% _( P" C1 u( oThe implementation of an OH&S management system is a strategic and operational decision for an organization. The success of the OH&S management system depends on leadership, commitment and participation from all levels and functions of the organization. The implementation and sustainability of an OH&S management system, its effectiveness and its ability to achieve its objectives are dependent on a number of key factors which can include:4 F: y& ]3 L0 }5 \$ s! i/ Y% v
a)      top management leadership and commitment;: }) y: U8 Q. S
b)     top management developing, leading and promoting a culture in the organization that supports the OH&S management system;2 c9 D9 ^- s$ c5 }( @! V; H
c)      participation of workers, and where they exist, workers’ representatives;
' d: J8 ~  B# r7 F* ~% Z, r* I1 pd)     processes for communication and consultation;$ l1 V7 m. F8 R1 }( r" I. S/ r/ I
e)      allocation of the necessary resources for its sustainability;
% p% ^3 |; L+ m! L6 [  ~f)       clear OH&S policies, which are compatible with the overall strategic objectives and direction of the organization;- y3 r4 U6 F7 _: {2 R6 L8 r
g)      the integration of the OH&S management system into the organization's business processes;/ L$ V" N' q+ t# G' W
h)     the continual evaluation and monitoring of the OH&S management system to improve OH&S performance;9 O- X7 u& a5 r. E) Q8 U4 ]
i)       OH&S objectives that align with the OH&S policies and reflect the organization's OH&S hazards and risks;! C9 z8 o3 z& T. f: G. c& {& l* l) |
j)       awareness of its applicable legal requirements and other requirements;/ z6 ?: U5 }& _
k)     effective processes for identification of OH&S hazards, control of the OH&S risks and taking advantage of OH&S opportunities.$ k  v: S: m: I
This International Standard, like other International Standards, is not intended to increase or change an organization’s legal requirements.
0 a# E3 B: `& Y& v8 c5 U
* w. a% H' k8 |9 {3 g8 EDemonstration of successful implementation of this International Standard can be used by an organization to give assurance to workers and other interested parties that an effective OH&S management system is in place. Adoption of this International Standard, however, will not in itself guarantee optimal outcomes.% k- R9 f/ H8 f9 M( q- |8 f
The level of detail, the complexity, the extent of documented information, and the resources needed to ensure the success of an organization's OH&S management system will depend on a number of factors, such as:
4 e0 `6 }# s& `+ [3 T―   the organization’s context (e.g. number of workers, size, geography, culture, social conditions, applicable legal requirements and other requirements);' X& v8 t" {5 S8 @- Z" U
―   the scope of the organization’s OH&S management system;- ^& Q4 U6 z/ G  q# a) u2 h0 I& X
―   the nature of the organization’s activities and the related OH&S risks.6 P* N- V, R# K# Q3 g5 T
0.4 Plan-Do-Check-Act cycle  % T, A' D3 o: \4 w0 U8 s
The basis of the OH&S management system approach applied in this International Standard is founded on the concept of Plan-Do-Check-Act (PDCA), which requires leadership, commitment and participation of workers, and where they exist, workers’ representatives, from all levels and functions of the organization.6 t3 b3 j5 ?7 B  q# r
The PDCA model is an iterative process used by organizations to achieve continual improvement. It can be applied to a management system and to each of its individual elements, as follows:
/ J4 ^7 A) S8 R•         Plan: establish objectives, programmes and processes necessary to deliver results in accordance with the organization’s OH&S policy.
0 q" b! O  S1 \•         Do: implement the processes as planned.
5 I0 F1 p1 |( l/ [" e$ F2 M; w6 ^•         Check: monitor and measure activities and processes with regard to the OH&S policy and objectives, and report the results.
6 k+ x) g- a% W! {8 g9 w  _•         Act: take actions to continually improve the OH&S performance to achieve the intended outcomes., y: @) _0 c1 T: Z# w7 u" X( _( u
This International Standard incorporates the PDCA concept into a new framework, as shown in Figure 1.* C2 }1 R7 C9 X6 u$ f4 g1 o
