I think it should be divided now by theory. But actually this can't be implemented easily. Many system workers like to take corrective and preventive actions at the same time. And it's hard to do the latter before problems appear.

对于工艺较复杂的我认为还是分开好，对于工艺简单、规模小的组织则是合在一起便于操作。
